The program is so inexpensive because the employees are not paid. Or if there is an agreed payment, they are not paid what they had agreed to or promised. Some of them had to wait for 3 months to be paid. Guests pay waiters with Tips. No tips, no pay.They have an auction in the shul to raise money ( from the guests) for specific Chabad's.
